Implementation and Capacity Building of e-Procurement

Assignment Title: Enhancement of the Agency for Public Procurement (APP) Information Portal and e-Quotation System
 
The Government of the Republic of Tajikistan has received financing from the World Bank toward the cost of the Implementation and Capacity Building of e-Procurement, and intends to apply part of the proceeds for consulting services.
Terms of Reference for the consulting services (“the Services”) is available here:
Agency for Public Procurement of Goods, Works and Services under Government of the Republic of Tajikistan now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

-          At least 5 years of working experience with public sector in ICT and procurement related applications development/customization, along with evidence of establishment of quality process in software development;
-          Developed and implemented at least one e-Quotation/bidding system for a public sector organization or central government.
 
 The attention of interested Consultants is drawn to paragraphs 1.9 and 1.11 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers issued January 2011(revised July 2014) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest and eligibility.    
Consultants may submit their REOI as an individual firm or in association  in the form of a joint venture or  subconsultancy.  All the members of the joint venture shall be jointly and severally liable for the entire assignment.  However, the experience of sub-consultant will not be considered while short-listing. A Consultant will be selected in accordance with the Consultants’ Qualifications method set out in the Consultant Guidelines.  Further information can be obtained at the address below during office hours:
